PRELIMINARY REPORT ON THE COLLAPSE OF A BUILDING SITUATED AT GRA PHASE II PORT HARCOURT, RIVERS STATE.
On the 23rd of November 2018 a 7-storey building designed to be used as a Hotel collapsed at about 4.30pm. We are told that several workers are trapped underneath the wreckage. Rescue operations are still on going.
On hearing of the incident, we moved to the site immediately. However, the extensive wreckage of the collapsed building posed a safety and stability concern so we could not get too close to the building.
At a glance, a number of factors that may have likely contributed to the collapse of the building were immediately noted.
An investigation team is being set up as efforts are being made to have access to the site to be able to have a closer observation, collect samples and take necessary measurements for analysis and so on.
Subsequent to this, site records, contract documents, CCTV footage if any, preliminary desktop study and computer checks on critical elements would be required.
When the test results are received coupled with the on site observations/measurements a structural analysis and computer modeling of the entire system would be conducted to establish possible causes of the collapse.
Until then we consider it inappropriate to comment on the actual cause of the collapse.
On behalf of Nigerian Institution of Civil Engineer PH Chapter, we express our heart felt sympathy to the families of those who lost their loved ones in this collapse incident.
